Global NDC Conference in Berlin: Integrating Climate Action with Development and the Contribution of Article 6

On June 13 during the Global NDC Conference in Berlin, Ana Toni, CEO of COP30, gave a keynote speech emphasising the critical need for ambitious national climate commitments and collective action to tackle the climate crisis. Currently, only 22 out of 195 countries have submitted their updated Nationally Determined Contributions (NDCs), which are essential climate targets that require revision every five years under the Paris Agreement. Brazil’s updated NDC, submitted in November 2024, aims for a 59% to 67% reduction in net greenhouse gas emissions by 2035. Toni noted that the delay in submissions could reflect a more thorough process involving discussions across government sectors and engagement with the private sector and civil society, ultimately leading to more effective commitments.

Toni stressed the urgency of timely NDC submissions to inform the upcoming synthesis report by the United Nations Framework Convention on Climate Change (UNFCCC), which will be released before COP30 in November in Belém, Brazil. This report will aggregate the NDCs and assess the global community’s progress toward the critical goal of limiting global temperature rise to 1.5°C. She highlighted the importance of aligning climate action with sustainable development and economic growth, acknowledging the challenges ahead in transforming social and economic systems at the necessary pace and scale.

In the workshop part of the Global NDC Conference, a “Solutions Lab” session focused on the collaborative approaches outlined in Article 6 of the Paris Agreement, which aims to mobilise finance for the ambitious implementation of NDCs. This session provided a clear overview of how Article 6 operates, highlighting cooperative approaches under Article 6.2 and the Paris Agreement Crediting Mechanism (PACM) established in Article 6.4.

Key contributors included Malin Ahlberg from Germany’s Federal Ministry for the Environment (BMUKN), Toni Heigl from CarbonWise Consulting, and Andrea Hurtado Epstein, Mexico’s Director General for Climate Action Policy, among others. They engaged in discussions on leveraging these mechanisms to enhance climate action and facilitate international cooperation. The session was moderated by Simon Pfluger from Climate & Company, emphasising the importance of collaborative efforts in achieving effective climate solutions and financing strategies.
